Lieutenant Commander STOUFFER participated in the NROTC Program while attending Dartmouth College and was commissioned as an Ensign on 6 June 1957. Upon commissioning he was assigned to the USS KIRKPATRICK (DEE 318) in Newport, Rhode Island. He served as the Communications Officer of this ship during picket operations on the Atlantic extension of the DEW Line until June 1958.

In July 1958, LCDR STOUFFER reported to the USS WOODSON (DE 357) for duty as Operations Officer. The WOODSON was a Group 1 Reserve Training Ship homeported in New Orleans,Louisiana.

In May 1959, the WOODSON was decommissioned and LCDR STOUFFER was transferred to the USS BORIE (DD 704) in Norfolk, Virginia. He served as Operations Officer of this ship during assignments with both the SECOND Fleet and ASWFORLANT. In June 1961, LCDR STOUFFER was assigned to the Staff of Destroyer Flotilla FOUR where he served as Aide and Flag Secretary. COMDESFLOT FOUR performed the additional duty of CTF 140 (Manned Space Recovery Force) and while assigned to the staff, LCDR STOUFFER participated in the recovery operations for missions MA3 through MA8.

Lieutenant Commander STOUFFER attended the Defense Intelligence School from September 1963 until June 1964. Upon completion of this post graduate education, he was assigned to the Military Assistance Command Vietnam where he served as the Assistant Requirements Officer in the Collection Branch of 32. In July 1965, LCDR STOUFFER departed Vietnam and in September he joined the USS EUGENE A. GREENE (DD 711) homeported in Norfolk, Virginia for duty as Executive Officer. During the two years he served on this ship, the GREENE operated with all major U.S. Fleets, conducted combat and combat support operations off Vietnam and circumnavigated the world. LCDR STOUFFER assumed command of the USS CLAUD JONES (DE 1033) on 16 December 1967, in ceremonies at Pearl Harbor, Hawaii.
Lieutenant Commander STOUFFER has been awarded the following medals: Joint Service Corn "V", Navy Commendation Medal with "V"; National Defense Service Medal; Vietnam Service Medal with four bronze stars; and the Republic of Vietnam Campaign Medal.

Lieutenant Commander STOUFFER was born on 6 April 1936 in Easton, Pennsylvania. He is married to the former Miss Margaret HEINEY of McClean, Virginia. Lieutenant Commander and Mrs. STOUFFER have two children: a daughter, Marion, and a son, John III.
